Landlord Certificates play a vital role in the Renter Credit Program. The Renter Credit is a refundable tax credit available to eligible Vermont residents who rented during the prior calendar year. Renters may be eligible even if they are not required to file a tax return.
The Renter Credit Program replaced the Renter Rebate Program in 2020, under Act 160 of 2020. Below is a summary of the important parts of the program that landlords should know about.
You are a landlord if you own any property that you rent for residential use for periods of 30 or more consecutive days, with or without a lease. Apartments, single-family homes, condominiums, boarding homes, mobile homes, and lots for mobile homes are all examples of units that can be rented.
For all but mobile home lot rentals, a landlord must provide the Vermont Department of Taxes with a completed LRC-140, Vermont Landlord Certificate, by January 31 each year.
If you are the owner of a for-profit or not for profit mobile home park, land trust, or cooperative and tenants own their homes, you must complete form LRC-147, Statement of Rent for Mobile Home Park Lot Rent, Co-ops, and Land Trusts (“Lot Rent Certificate”). Provide this form to the Vermont Department of Taxes, and a copy to each mobile home owner-occupier, by January 31 each year.
The Landlord Certificate and the Lot Rent Certificate each inform the Vermont Department of Taxes of the names of each renter along with the number of months rented and whether the rent was subsidized.
Landlords with five or more tenants are required to file electronically. Whether filing on myVTax or on paper, you must complete a separate certificate for each rental property you own. You will need the following information to complete the certificate(s):

To file a paper LRC-140, Vermont Landlord Certificate, or LRC-147, Statement of Rent for Mobile Home Park Lot Rent, Co-ops, and Land Trusts, download a copy or request paper forms by mail. Landlords with one or more rental units must file the applicable form, and must file electronically if there are five or more rental units on any one property.
